1. Introduction to the course
This course is called Education Policy for students on the Licenciatura and Social Policies for those on doing the degree. The content of the course is largely focused on education policy, one of the main social policies, but it also covers other areas such as public health, housing and social services.
2. Competences to be achieved
Generic competences:
- Ability to analyse and synthesise.
- Ethical commitment.
Specific competences:
- Identification of the main issue that education raises.
- Ability to situate oneself within the main contemporary schools of thought on education and current education policies
- Knowledge of the main political debates and how they are reflected in education policies, with special focus on the Catalan sphere.

1.- An approach to education:
- Contemporary education thought
- A brief look at European educational systems
2.- Education within the legal system:
· The Spanish constitution, the Autonomy Statute and the EU legal framework.
· The big state-wide education laws.
· The organic law on education and the agreement on education
3.- the Catalan education policy:
· The Catalan education model. The Catalan education service.
· Educational, social and political agreements.
4.- The Education Law:
· Its elaboration, negotiation and implementation
· Other policies carried out by the Catalan ministry for education
5.- Public administrations:
· Education and non education administrations
· The education department
· Decentralisation of the system and local administrations
6.- the school and its dynamics:
· Typology
· Governance, management and organisation of educational centres
· School and educational services
7.- education professionals:
· Teachers and the Catalan educational system
· Processes of change
· Other professionals
8.- Evaluation and inspection of the system:

4. Assessment
The mark will be the sum of the following partial marks:
3 points for attendance, participation and summaries of the Monday sessions. This will be given by invited guest speakers. The summary must not be more than one page and must be handed in within one week of the session taking place.
2 points for following the debates and education news in the resources/channels used during the course. This will include an evaluation of the interventions (gained by reading them) and a summary of no more than one page on the news reported in a given channel.
1 point for attendance to and a summary of conferences, workshops and seminars on education, or for the reading and writing of a critical essay on one of the recommend books.
1 point for other exercises and tasks set in class
3 points for a piece of coursework on a topic debated in the practical sessions.

6. Methodology
The aim is for students to set themselves within the context of social policies, their reality and debates. For this reason the course will invite people working in different aspects of education and social policy. In addition special attention will be given to following developments in these areas.
